Correct usage of LT pace during training

While studying Tinman's methods I have learned a lot about where to put certain workouts (Tinman tempo pace for base building and then CV+LT reps during racing season), but there is something I still can't figure out and I was wondering if I could have some help with it?

Are the classic 20 minute Daniels' style tempo runs (threshold pace) ever useful in training and if so where? Is this supposed to be a peaking workout, is it a once every 2 or even 3 weeks workout, or is it something you want to combine with CV and the faster reps (like 4-6 x30 seconds @ 1600 race pace)? More specifically, are these 20 minute threshold workouts going to be more beneficial in the upcoming track season where I'll be racing 1600 and 3200?
